Purpose
The purpose of this Business Improvement District is to promote the orderly development of
the City of Hartford by providing an organizational and funding vehicle to develop and
promote the downtown area for the economic benefit of all businesses and property owners
within the district, and make recommendations to the Common Council regarding parking,
beautification and other infrastructure improvements, thereby making the district more
physically and economically attractive for use by all citizens and property owners in the
city.
Areas of Action
The Downtown Hartford Business Improvement District is an organization dedicated to
downtown economic development. Our Board of Directors, standing committees, and BID
Manager work aggressively on four areas of action:
- Organizing the efforts of all groups who work toward the goal of a revitalized downtown
is an extremely important part of the BID revitalization process. These groups include
retailers, building owners, city government, bankers, civic groups, individual citizens,
etc.
- Promoting downtown Hartford as a charming place with unique
shopping and personalized service is important to the overall image of
the downtown district. This is done through special events, retail
promotions and advertisements.
- Through Design Improvements, the BID enhances the visual quality of the downtown.
Acclaimed throughout Wisconsin for our historically preserved downtown, we continue to
encourage and engage in downtown physical improvements.
- Economic Restructuring works to diversify the downtown economy. Gaps are filled by
recruiting new stores to provide a balanced retail mix and by converting unused space into
new uses. Business retention activities are provided to assist retailers' continued
competitiveness.
Retail is strong in downtown Hartford. We are aggressively searching for that special
type of business that will make us ever stronger. Variety is the KEY! More than 100 retail
businesses and services serve our five counties trade area. City Hall, the library, post
office and Hartford Heritage Auto Museum add diversity and vitality to this mix.

The Business Improvement
District (BID)
The Business Improvement District is comprised of
a specific geographic location. All businesses within these boundaries are members of the
BID. Currently, there are approximately 95 members of the BID.
BID financing is done through fund raising,
special projects, contributions, and through special assessments. Special assessments will
be levied against all Business Improvement District properties, excluding residential and
tax exempt properties.
The Business Improvement District was created as
a private sector initiative for implementing the downtown improvements strategies
contained in the following adopted City plans: Memorial Park Neighborhood Plan, Woodlawn
Neighborhood Plan, Hartford Model Downtown Program Report and any subsequently adopted
City Plans.
BID Goals
The following are some of the goals set:
- To promote the development, redevelopment,
maintenance and operation of the Hartford Downtown Business District.
- To foster, encourage and advocate downtown
development programs and a cooperative spirit between businesses and property owners
within the BID.
- To design, develop and implement marketing
programs and strategies that promote an image of the downtown area as prosperous and
unified, and which specifically work towards minimizing the downtown business vacancy
rate, as well as promoting a proper retail mix for this commercial business district.
- To guide and coordinate the physical development
of the downtown area to ensure its commercial viability, both functionally and visually.
- To coordinate the activities of the Business
Improvement District with the City government, the Hartford Area Chamber Of Commerce, The
Hartford Area Development Corporation, the Community Development Agency and the Downtown
Association.
